Senator Noland Calls for Transparency and Accountability in Budget Process

SPRINGFIELD- Today, Senator Noland (D-Elgin) is supporting legislation that will provide historic transparency to the state’s budget process.

House Bill 2240 calls for a more open approach to the way the Governor’s office proceeds with balancing the budget and allows the Governor’s budget address to be held on March 10, 2010. Two weeks prior to the Governor’s budget address, he must disclose to the General Assembly the projected revenues and liabilities of the State. The proposal has been discussed and approved by the Governor.

"I thank Governor Quinn for opening his office to the people of Illinois. This is a historic step for Illinois State Government that ensures more transparency and accountability for our constituents," said Noland. "I will fight to ensure that we continue to pass true reform that moves the Illinois’ legislative process the open.

During the two week period before the Governor’s budget address legislators will have the opportunity to submit written budget recommendations to the Governor’s office; these recommendations will then become public on the internet. Lastly, on March 24, the Governor will appear before the Senate and or House either by joint committee or joint session to answer all questions regarding the proposed budget.

"For the first time in Illinois history we are opening up the budget process to the public, media and to legislators on both sides of the aisle. This measure will allow additional and honest input from members of the General Assembly and all Illinoisans," said Noland. "Although we still have a long road ahead of us in addressing the problems with our budget, I believe this new measure will only help move us forward with finding sustainable solutions while at the same time allowing more transparency and accountability."

Resides in Elgin with his wife, Veronica, and their two children.
