Senator Munoz sponsors bill to allow returning veterans to use their service time in place of some educational requirements

Springfield, Illinois State Senator Tony Munoz (D-Chicago) is sponsoring legislation that will allow returning veterans who have been honorably discharged and awarded an Afghan or Iraqi campaign medal to use their service time in place of some educational requirements when applying for the Illinois State Police (ISP).

"These veterans have been called upon to interact with civilians, solve problems, build communities, and conduct searches and seizures while adhering to strict rules of engagement," stated Senator Munoz. "The returning veterans of today have been held to more rigorous standards than any other combat veteran in our country’s history. It is important to note however, that this waiver applies only to entry level positions, and all other educational standards for specialized assignments and advancements will remain intact."

Senate Bill 1587 is an initiative of the Illinois State Police Command Officers Association (COA) and will allow for an educational waiver for veterans that have served honorably in the armed forces of the United States in the Iraq and Afghanistan wars. The applicant must still qualify on all other standard requirements, as well as successfully complete a rigorous screening and testing process.

Presently, an applicant for the ISP must have a minimum of sixty hours college credit to apply, which may take over two years to complete. It is commonplace for these servicemen and women to be forced to suspend or delay college enrollment due to activation of their units, in particular Illinois National Guardsmen and Reservists. The COA believes that the training and life experiences obtained by these servicemen and women, supersedes such college credits.

This legislation has passed the Illinois Senate Criminal Law Committee and now goes to the full Senate for their consideration.
