Hunter Responds to State Budget Inquiries

Senator Hunter has issued a letter to her constituents in response to numerous inquiries regarding the state’s curren fiscal condition.

As we embark on the new fiscal year, I would like to take this opportunity to further address the issues surrounding the state’s current financial condition.

A few days before the General Assembly’s scheduled adjournment, I helped pass House Bill 174, a measure aimed at reducing the state’s massive budget deficit. Although this legislation passed the Senate, the House of Representatives has yet to consider it. House Bill 174 is the Senate Democrats’ balanced budget solution that creates substantial tax reform to address the state’s current budget crisis. The legislation is also a long-term solution to Illinois’ outdated tax system.

The measure I voted for raises the state income tax by two percent (3% to 5%). However, this bill also provides $500 million in property tax relief and expands tax exemptions to reduce the tax burden on working families. This solution not only stabilizes our budget, but also provides over $2 billion to schools in the upcoming years.

Last month the General Assembly reconvened to negotiate a potential budget solution. Top legislative leaders and Governor Quinn debated a proposed income tax increase but were unable to come to an agreement.

With little time left, I am working diligently with my fellow colleagues to delay future cuts to critical services. The Senate Democrats were the first caucus to support and pass a proposed income tax increase. Now, we are continuing our efforts to establish a balanced budget proposal by urging the remaining three caucuses to consider all revenue enhancement options.

Regardless of whether members of the General Assembly agree on an income tax increase, Illinois must raise revenue and eliminate its $7 billion deficit. This continues to be a difficult task and we have many obstacles to overcome; however, I am confident that the legislature will uphold its obligation to the people of Illinois and develop a plan (temporary or long- term) to address the state’s budget crisis.
