Senator Garrett Advances Two Key Reform Measures

Legislation Intended To Open Up County and Local Government

SPRINGFIELD, IL -- State Senator Susan Garrett (D-Lake Forest) passed two critical reform measures out of the Senate recently that will bring additional transparency and accountability to county and local governments.

Senate Bill 42 mandates Illinois’ County Boards create a uniform application process for all appointed county positions in addition to publicizing these positions to the general public.

"Counties will now publicize all of their appointed positions, enabling residents to know what job opportunities are available in their particular area," Garrett said. "It’s critical that not just political insiders are appointed to these important positions."

Senate Bill 42 requires counties that operate a website to maintain a public database with information regarding appointed county positions. For counties without a website, job opportunities must be posted at a public office within the county.

The second reform measure, Senate Bill 541, enables county boards to require critical information from local governments and agencies if the local government or agency has members appointed by the county. Counties may request detailed budget information, additional financial information and employment data as well as require local governments and agencies to reveal any information relating to non-compliance with State or federal guidelines or regulations.

"This legislation will bring a high level of transparency and openness to our local governments and agencies," Garrett said. "Counties will have the ability to ensure member-appointed governments and agencies are operating within State and federal law, as well as ensuring all financial and budget information is open and visible."

Both Senate Bills now head to the Illinois House for further consideration.
