SPRINGFIELD, IL—Legislation sponsored by State Senator William Delgado (D-Chicago) that will help the Illinois Department of Public Health in effectively preventing the spread of HIV/AIDS amongst adolescents’ has been signed into law by Governor Pat Quinn.
"The Illinois Primary Health Care Association and the AIDS Foundation of Chicago have put this legislation together to ensure that we are doing everything we can to prevent the spread of this disease in our youth," said Delgado, Chairman of the Senate Public Health Committee.
House Bill 3974 creates the Advisory Council on Youth HIV/AIDS Prevention Messages within the Department of Public Health. The council will advise the department on effective prevention messages designed to educate and deter youth from engaging in risky behaviors that could result in the transmission of HIV/AIDS.
The council will have nine voting members: one legislator from each caucus, one person representing a social service agency that provides services to youth and families infected or impacted by HIV/AIDS, one person from academia with a background or expertise in HIV/AIDS prevention messages, one representative of the Department of Human Services, one person with a background in public health, and one member between the ages of 18 and 24. In addition, the public information officer at the Department of Public Health will be a non-voting member of the board.
