SPRINGFIELD, Illinois – State Senator William Delgado (D-Chicago) was appointed to the Commission to Study Disproportionate Justice Impact by Senate President John Cullerton today.
“I am proud to have been appointed to this commission by the Senate President,” said Delgado, Chairman of the Senate Public Health Committee.
The Illinois Criminal Justice Information Authority, under this law, is given the authority to prepare estimates of the racial impact on minority communities of legislation that amends any criminal law, criminal procedure or sentencing provisions under the Cannabis Control Act, the Controlled Substances Act, or the Methamphetamine Control and Community Protection Act.
Racial Impact Notes will be assigned to legislation for the purpose of reducing the harm caused to minority communities through the impact of criminal offense and sentencing laws, especially controlled substances laws that disproportionately impact minorities despite the facial neutrality of those laws.
Proponents of this legislation include the Juvenile Justice Initiative, the Illinois Association of Criminal Defense Lawyers, ACLU of Illinois, Illinois Consortium on Drug Policy, Midwest Harm Prevention Institute, Students for Sensible Drug Policy, and Chicago Area Project.
